Not all project managers like budgets.
Some feel that budgets restrict creativity and prevent
project team members from making important decisions that
can affect project quality. Others feel that budgets
simply aren't necessary if the team is using a Gantt
chart or other type of schedule. This is because there is
a tight relationship between time and money, and if you
can successfully manage project time, you'll almost
certainly be successful in managing project spending. Other
project managers, however, find budgets useful. Often,
the higher-ups in a company think in terms of money, and
a budget can be an important communication tool when
negotiating with these people. Furthermore, a budget may
help point out ways to save money. Unfortunately, the
question of whether to use a budget is usually not up to
the project manager but decided by company policy.
